First the fire safety scheme is submitted and approved. That is the drawings and the proposed fire fighting arrangements. Then, once the system is installed the way it was approved, the building is inspected and the NOC is issued.
The costly mistake is building and installing first, then applying. If what got installed does not meet the requirement for that occupancy, the fix is physical work on a finished building.
What decides the requirement
It depends on the height of the building, what it is used for, the built-up area, and what is stored or processed inside. A godown holding combustible material is treated differently from an assembly shed of the same size.

Renewal
A Fire NOC has to be renewed. At renewal the installed system is expected to still be there and working, not just to have existed on the day of the first inspection.
Units that let equipment fall into disrepair face the worst version of this. A renewal refused on a building that is already occupied and running.

Do I need a Fire NOC for a godown?
It depends on size, height and what is stored. Combustible storage is treated more strictly. Worth checking for your building instead of assuming.
Can I get the NOC after construction is finished?
You can apply, but if the installed system does not meet the requirement the corrective work happens on a completed building. Getting the scheme approved before installation costs far less.
Is Fire NOC needed for the factory licence?
Where the building and its use require it, yes. It is expected alongside pollution consent and building plan approval before the factory licence file progresses.
