The list
For a factory licence in Haryana you will usually need the following. The exact set depends on what your unit does.
- Ownership proof of the premises, or a registered rent or lease deed
- Site plan and approved building plan
- ID and address proof of the occupier
- Company papers. Incorporation certificate with MOA and AOA, or the partnership deed
- Machinery list with horsepower ratings
- Process flow chart showing raw materials and stages
- Electricity connection document or sanctioned load letter
- Consent to Establish and Consent to Operate from HSPCB
- Fire NOC where the building needs one
- Manager details and the occupier's declaration
What each paper is actually for
Rent deed or ownership proof. This shows the occupier has the legal right to run a factory at that address. An unregistered rent agreement, or one in a different name from the applicant, stops files regularly.
Site plan. It gets checked against the approved building plan, and at inspection against the building that is actually standing. Three versions of the same building that do not agree is the most expensive problem in this whole process.
Machinery list and power load. These decide your fee. They also get cross-checked against your electricity papers. If the sanctioned load says one thing and the machinery list implies another, expect a query.
Process flow. This tells the department what happens inside, which sets your hazard classification and ties back to what the pollution consent covers. Describe the process one way to the Labour Department and another way to HSPCB, and both files suffer.
Occupier declaration. This matters more than owners expect. The occupier carries personal liability under the Act. The person named has to be someone entitled to be named, which for a company ties back to the board and the constitution documents.
The four mismatches that hold up most files
- Site plan against the built structure. The building grew, the drawing did not.
- Power load against machinery. The sanctioned load on paper cannot run the equipment on the list.
- Process description against pollution consent. The consent covers less than the licence application describes.
- Names. The rent deed, electricity bill, company records and occupier declaration do not all point at the same entity.
None of these are hard to sort out at the start. All of them are painful at inspection stage.
Scanning and upload
Documents get uploaded against each requirement on the Haryana Labour Department portal, with a size limit on each file, commonly around 2 MB. Scan properly instead of photographing papers at an angle. Unreadable uploads create queries that cost weeks for no reason at all.
