Why licence files get stuck in Haryana, and how to unstick one

Owners tell us their file was rejected. When we look, it almost never was. It got an objection, nobody answered it, and the file stopped there.

Stalled is not refused

These departments do not usually refuse an application outright. They raise a query. A query that nobody answers leaves the file open but going nowhere. Since no rejection letter arrives, months pass with the applicant assuming it is moving.

So the first step with a stuck file is not to apply again. It is to find out what the last letter actually said.

The five reasons, in the order we usually find them

  1. An objection nobody replied to. Usually something small. A clearer copy of a document, a clarification of the process, a corrected figure.
  2. A missing prerequisite. The application went in before the pollution consent, building plan approval or fire NOC existed. It cannot progress until that changes.
  3. Documents that contradict each other. Site plan against the building, machinery against power load, or the same firm named differently on different papers.
  4. Fee or category error. A fee worked out on wrong inputs, or a category that does not match the activity described.
  5. Nobody attended the inspection. An inspection fixed and missed can park a file for a long time.

How to find out where yours stands

Get three things together. The application or acknowledgement number, every letter or email the department sent, and the full set of documents that were actually submitted. Most of the time the answer is sitting in that pile and takes an hour to find.

Applying again without knowing the objection is the common mistake. The second file has the same defect, stops in the same place, and now you have lost the time twice.

Reviving the old file or starting fresh

Sometimes the existing file can be revived by answering the outstanding objection. Sometimes enough has changed that a fresh application is cleaner. Which one depends on what the objection was and how much time has passed. Anyone who gives you a general rule for this has not looked at your file.
